Il Segretario per l’Industria Marco Arzilli: “Il Parco scientifico e tecnologico? Una realtà entro l’anno”.
La storia della Repubblica di San Marino racconta di una sovranità millenaria, che malgrado tutto ha resistito a forze – politiche, militari – teoricamente soverchianti. In questi anni la nuova grande sfida è costituita dai mercati e dall’economia globale, che non sono mai gentili con le realtà più piccole e con chi non si sa difendere.
La sfida ai mercati non si fa con i cannoni ma con la tecnologia, con l’innovazione. Ecco perché il terzo Forum Economy organizzato dalla Segreteria di Stato all’Industria è dedicato a quella che viene definita la “Sovranità tecnologica”.
Al Segretario di Stato all’Industria Marco Arzilli chiediamo cosa si cela dietro al titolo dell’evento.
“Due parole fondamentali: sovranità e tecnologia. Per un paese come il nostro, la sovranità rappresenta il biglietto da visita per poter operare sui mercati internazionali. La tecnologia oggi è il driver di sviluppo dei paesi sia emergenti che europei, quelli cioè della cosiddetta vecchia economia. Il forum, oltre a parlare dei parchi scientifici e tecnologici, farà il punto sul finanziamento alle imprese: quelle esperienze aziendali che fanno comunque dell’innovazione e della ricerca un volano di sviluppo. Un modello da seguire e studiare per uno Stato come il nostro, dove siamo alle prime armi, siamo forse un po’ indietro”.
In quest’ottica s’inserisce, per forza di cose, l’ambizioso progetto per la realizzazione di un parco scientifico e tecnologico in sinergia con l’Italia che possa fungere da volano per rilanciare l’economia della Repubblica. Se ne parlerà approfonditamente nella mattinata di sabato 12 maggio.
Recentemente San Marino ha firmato un accordo con l’APSTI, l’Associazione Nazionale dei Parchi Scientifici e Tecnologici Italiani che vedrà il Titano e l’ente che riunisce e coordina i PST italiani impegnati fianco a fianco per far nascere e crescere un hub potenzialmente molto importante.
Ma qual è lo stato dell’arte del progetto, che prevede la costruzione di un parco scientifico e tecnologico tra il Titano e l’Italia?
“Sono troppi anni che se ne parla – prosegue il Segretario Arzilli – San Marino ha aspettato molto la disponibilità da parte dell’Italia sul progetto. Nel 2011, dopo l’incontro con l’allora ministro Romani, abbiamo preparato uno studio di fattibilità da portare a Roma e definire una volta per tutte la nascita del parco. Avere al nostro fianco tutti i parchi scientifici e tecnologici dentro un’associazione che vede la Repubblica di San Marino come una grande opportunità di sviluppo e non un parco concorrente credo sia un’occasione da sfruttare. E’ nostra intenzione, direi entro l’estate 2012, iniziare a costruire il progetto, in modo che il parco possa essere una realtà entro l’anno in corso”.
Tra i relatori di questo Forum ci sono rappresentanti di fondi d’investimento, esponenti di Singapore (che rappresenta un esempio importante di economia basata sulla conoscenza e sulla capacità innovativa) e naturalmente imprenditori. La formula dello show-case, l’esempio di successo raccontato per stimolare le idee e innescare il motore della fantasia, verrà riproposta anche in questa occasione. Il Forum servirà inoltre per approfondire tematiche legate al lavoro (tra contratti e fiscalità) nell’ambito della Ricerca & Sviluppo, con un’attenzione particolare alla questione dei marchi e brevetti. Il pomeriggio di venerdì 11 maggio invece sarà interamente dedicato alla “sovranità tecnologica” di San Marino declinata questa volta in ambito finanziario, perché un tessuto imprenditoriale che vuole e deve crescere non può fare a meno di avere alle spalle uno skyline di banche pronte ad appoggiare questa crescita.
San Marino, Innovation in order to grow
The history of the Republic of San Marino is founded on a thousand-year-old sovereignty that, despite everything, has resisted against political and military forces that were – in theory -domineering. In these years, the new, great challenge is represented by the markets and the global economy that are never kind to smaller realities and to those unable to defend themselves.
Challenging the markets cannot be done with cannons; it has to be done with technology and innovation. That’s why the third Economy Forum, organized by the Secretary of State for Industry, is dedicated to what is defined as “technological sovereignty”.
We asked the Secretary of State for Industry, Marco Arzilli what lies behind the title of the event.
“There are two key words: sovereignty and technology. For a country like ours, sovereignty is our calling card for operating on the international markets. Today, technology is the driving force of development in both emerging and European countries, those in the so-called old economy. As well as focusing on science and technology parks, the forum will sum up the situation regarding financing to businesses: those corporate experiences that make innovation and research a driving force for development. A model that a country like ours – which is a bit of a novice and perhaps a little behind – needs to follow and study.”
The ambitious project to build a science and technology park in synergy with Italy that can act as a trigger for relaunching the economy of the Republic of San Marino is necessarily part of this issue and will be discussed in depth on the morning of Saturday, 12 May.
Recently, San Marino has signed an agreement with APSTI, the Italian Association of Science and Technology Parks that at least for the next three years will see the Republic of San Marino and the organization that groups together and coordinates Italian science and technology parks are committed to working side-by-side in order to create and develop a potentially extremely important hub. But what is the current state of the project that provides for the construction of a science and technology park between San Marino and Italy?
As the Secretary of State, Marco Arzilli continued, “we’ve been talking about it for too many years; San Marino has waited a long time for Italy to express its willingness to take part in the project. In 2011, after a meeting with the then minister Romani, we prepared a feasibility study to take to Rome and define once and for all the creation of the park. I think that having by our side all the science and technology parks in an association that sees the Republic of San Marino as a great opportunity for development and not as a competitor is an opportunity we must exploit. It is our intention – I would say by summer 2012 – to begin to construct the project, so that the park can be a reality within the year”.
The speakers at this forum will include representatives of investment funds, representatives of Singapore (which is an important example of an economy based on expertise and know-how and the ability to innovate) and naturally, entrepreneurs. The showcase formula, an example of success narrated in order to stimulate ideas and trigger the engine of innovation, will be proposed on this occasion too. The forum will also serve as an opportunity for an in-depth study of certain themes linked to work (including contracts and taxation) in the field of research and development, with a particular focus on the question of trademarks and patents.
The afternoon of Friday, 11 May will instead be entirely dedicated to the “technological sovereignty” of San Marino, this time looked at from a financial point of view, because an entrepreneurial fabric that wants to and indeed has to grow cannot work without having a skyline of banks behind it ready to support this growth.
